The passage of 2SSB 5400 (amending the Community Mental Health Services Act)
in 1989 made it possible for a county or groups of counties to form Regional
Support Networks. RCW 36 is the legislative vehicle which permits
the creation of Interlocal Agreements for these purposes. The purpose of
these Regional Support Networks was to act as the local mental health authority.
The Interlocal Agreement between San Juan, Whatcom, Skagit, Island and Snohomish
County establishes a Board of Directors of nine voting members to be drawn from
each county's executive and legislative branches of government or their
designated alternates. Board members are selected according to each member
county's usual and customary practice. Subsequent changes to the
Interlocal will establish a tenth vote to be shared by tribal representatives.
The Board of Directors is the final deliberative body responsible for all policy
decisions of the North Sound Mental Health Administration. They hire and fire
the Executive Director, approve all contracts and set the policy direction of
the organization.
The Board operates under the auspices of the contract between the RSN and the
state; Chapter 71.24 of RCW; WAC 388-865, the Interlocal Agreement that created
the RSN and the RSN Bylaws.
